Use your key art and logo, and give players a sense of the experience.
No quotes or other text beyond the title of your game.
Your logo must be legible against the background.
Library assets only show once your store page is published.

Design tips

This is what owners see every time they open Steam, next to hundreds of other games. A clear silhouette and logo help your game get picked again.
You can often reuse your vertical capsule art, recomposed for the slightly narrower 2:3 ratio.
Check it at half size (300 × 450) too, the version Steam generates for smaller views.
